This was the third seminar of the University of Manchester Experiments Research Network, which aimed to promote collaboration on experimental research and exchange methodological expertise. It was funded by methods@manchester.

– Patrick Sturgis, Director, ESRC National Centre for Research Methods (NCRM) and Franz Buscha, Westminster Business School - The causal effect of schooling on social mobility: findings from a natural experiment.
– Sarah Cotterill (School of Community Based Medicine) and Peter John (School of Social Sciences) - The impacts of a commitment campaign and the promise of publicity: a randomised controlled trial on charitable donations.
– Laura Morales, Institute for Social Change, School of Social Sciences – Do Traditional “Get Out the Vote” Campaign Methods Work in Spain? Designing a Pilot Field Experiment on Non-Partisan Mobilisation of Immigrant and Native Voters.
Research Design Session – A session on feedback on the experiments whilst in the design stage was also included.

The Future of Regulation: Arising from the Department for Communities & Local Government Review
Conference: Thursday am, 10 February 2011
In June 2010, the Minister for Housing and Local Government announced a review of the role and purpose of the Tenant Services Authority (TSA) and the framework for the regulation of Social Housing. The review was published in October 2010 and its key conclusions included:
• The abolition of the TSA
• The transfer of the TSA’s economic and consumer regulatory functions to the Homes and Communities Agency (HCA)
• The creation of a ‘statutory committee’ within HCA, legally separated from its investment functions, with its membership appointed by the Secretary of State.
The review document underlines that:
• Proactive economic regulation of housing associations should continue as now but with more focus on value for money.
• The role of consumer regulation should be refocused on setting clear service standards for social landlords and addressing any serious failures.
• Inspection of social landlords should only be used where there are grounds to suspect a serious failure against published standards.
How do Boards of Management/ Executive Teams respond to the challenges posed by this new approach, whether the increasing focus on ‘value for money’ or the resolution of tenant ‘problems’ via a process which aims to provide a role for Councillors, MPs and tenant panels ??
This event will hear a TSA Senior Manager with major involvement in developing the framework for change, followed by a response from a senior Lawyer with wide experience of advising major housing associations on Governance and Regulatory issues.

New Evidence and Opportunities for Strategic Spatial Planning in the UK
December 2 and 3rd 2010
Venue: University of Manchester
Two intensive expert workshops on new research into key spatial and governance issues for the development of the UK’s urban and rural economies and settlements.
The workshops aims to allow high-level discussion between researchers and practitioners in strategic economic, urban and rural development planning, from both the UK and other European countries, at a key juncture in the UK’s urban and rural policy landscapes.
Hosted by the University of Manchester, CLG, ESPON UK and RTPI Networks, they will also provide the opportunity to learn about emerging research findings and about new opportunities arising from the European spatial research programme ESPON 2013.
