The European Union Policy Papers series was devised to promote discussion and debate on issues pertaining to the future of European integration. In producing this series of papers, our intention is to engage directly the public policy debate across the European Union and to contribute to discussions that inform and shape the direction and pace of European integration. To this end, each Policy Paper will be written by a recognised authority in the area and sharply focused on an issue relevant to the contemporary debate.
The European Union Policy Papers series is a joint venture between the Europa Institute of the University of Edinburgh and the European Policy Research Unit of the University of Manchester. Both partners are delighted to acknowledge the support of the Royal Bank of Scotland without which this series of seminars and accompanying papers would not be possible.

MANCEPT Working Papers
The MANCEPT Working Papers series was launched in early 1997 and includes papers by staff and postgraduate members of the Centre, as well as political theorists at other institutions.
Access to the on-line papers is free of charge and papers can be downloaded in PDF format.
Manchester Papers in Politics
The Manchester Papers in Politics stem from the work of staff, graduate students and visiting academics in Politics. The papers flow from the Discipline Area's research centres: the European Policy and Research Unit, the Centre for International Politics, the Institute of Political and Economic Governance and the Manchester Centre for Political Theory. Papers are also developed from major research projects and from the weekly Research Seminars.
The series offers the opportunity to publish work in progress and provides the chance to share ideas which are being developed for future publication elsewhere. The Manchester Papers in Politics series began in 1987 and publications have been available on-line since 2002. A full list of publications is accessible from the Archive at the bottom of this page.
Access to the on-line papers is free of charge and papers can be downloaded in PDF format.
However, please note that most archive copies are only available in hard copy and therefore we charge a small fee to cover printing and administration costs.
